E-commerce in Russia continues to break records. According to statistics from Rospotrebnadzor, online sales volume has increased 5.5 times over the past six years. While the figure stood at 2 trillion rubles in 2019, it has now surpassed the 11.5 trillion ruble mark.
Marketplaces have been the main driver of this growth. They currently account for nearly two-thirds of all turnover — 63% of the total volume of remote sales. However, such an active penetration of online shopping into everyday life also has a downside.
The agency notes: the more online shoppers there are, the more often disputes arise. The number of complaints from citizens dissatisfied with online purchases has tripled. Today, more than a third of all complaints in the trade sector (37%) concern remote methods of selling goods.
To protect consumer rights in these new realities, a special law has been developed. This refers to Federal Law No. 289-FZ of July 31, 2025, "On Certain Issues of Regulating the Platform Economy in the Russian Federation." The document will come into effect on October 1 of this year. Rospotrebnadzor emphasizes that the new rules will create transparent and safe conditions for buyers on digital platforms and guarantee the protection of their legal rights.
