Marking of household goods: launch of the experiment and gradual transition to mandatory regulations

From October 1, 2025, an experiment on voluntary labeling of certain types of household and interior goods will start in Russia. Manufacturers, importers, sellers, as well as EDI (Electronic Document Interchange) and fiscal data operators can participate in it on a voluntary basis. The experiment will last until August 31, 2026.

In parallel, the Ministry of Industry and Trade has developed a draft of labeling rules that introduces a gradual transition for businesses to mandatory labeling of this product category. According to the document, from September 1, 2026, all participants in the turnover of household and interior goods must register in the "Chestny Znak" (Honest Sign) system.

Within 15 calendar days after registration, companies will need to prepare software and equipment to work with labeling, submit an application for testing information interaction and for access to the emission registration device. The testing itself also fits within the 15-day period.

Manufacturers and importers will start applying the marking directly to packaging, stickers, or labels from December 1, 2026. It will become mandatory to transmit information about wholesale turnover and the removal of goods from circulation (including retail sales via cash registers) from February 1, 2028.

The turnover of unmarked balances produced or imported before November 30, 2026, will be allowed until June 1, 2027. These goods themselves can be sold until February 1, 2028.

The new labeling rules are expected to come into effect on September 1, 2026.
