Producers of domestic goods will be able to reimburse most of the expenses incurred in registering intellectual property (IP) objects in foreign markets. These may include inventions, utility models, industrial designs, trademarks, appellations of origin, and geographical indications.
Tax Benefits for Exporters
According to the subsidy rules, companies can claim reimbursement for actual expenses incurred in Q4 2019 and Q1–Q3 2020. Eligible for reimbursement are 100% of the costs for paying fees and 70% of attorney fees for the preparation, filing, and prosecution of applications filed with international organizations and foreign patent offices for IP registration, whether through international or national/regional procedures. Applications for the subsidy will be accepted until October 10, 2020. In 2020, the program is funded with 160 million rubles from the federal budget.
Legal entities registered in Russia and with no outstanding federal budget debts are eligible for reimbursement of patenting expenses. The maximum amount of subsidy per organization in a financial year under one agreement is 15 million rubles.
Exporting goods and technologies without legal protection for the corresponding IP abroad can result in Russian exporters losing their exclusive rights to their products in foreign markets and allow for lawful use and copying by third parties. In turn, this can lead to reduced revenues for Russian exporters and a shrinking market share abroad. Subsidies that cover the costs of registering IP in foreign markets will help ensure legal protection for Russian producers’ and exporters’ intellectual property, products, and technologies. This, in turn, will support increased export volumes, particularly of high-tech products.

The Ministry of Industry and Trade of Russia is the state budget administrator and coordinator of the program. The Russian Export Center is the government’s agent for administering this support program.
