Mandatory toy labeling has started in Russia

Effective December 1st, a requirement for the mandatory labeling of children's goods has come into force in Russia. The corresponding government resolution, published on the official legal information portal, establishes new rules for manufacturers and sellers of a whole range of popular categories of children's products.

What is subject to labeling?

According to the document, the following must now be marked with the "Chestny Znak" (Honest Sign) identification means:

  • Ride-on toys: scooters and pedal cars (excluding classic tricycles).
  • Doll products: the dolls themselves and their prams/strollers.
  • Development games: board games, puzzles, and sets of electric slot cars.

This step is aimed at protecting the consumer market from counterfeit and unsafe products, as well as increasing the transparency of the supply chain.

First Results: The Market is Becoming "Whiter"

According to the Center for Research in Perspective Technologies (CRPT, the operator of the "Chestny Znak" system), over 24,000 companies have already prepared for the new requirements. These include not only domestic manufacturers but also importers, distributors, large retail chains, and marketplaces.

As noted by the CRPT, the labeling process, even at the participant registration stage, has made it possible to reveal the true scale of the market. The number of registered manufacturers turned out to be more than twice as high as the number of participants previously known to regulators. This indicates a significant "whitening" of the sector and the legalization of business processes previously hidden from oversight.

What Does This Mean for Consumers and Businesses?

For parents, mandatory labeling will serve as an additional guarantee of the quality and safety of toys. Using the "Chestny Znak" mobile app, it will be possible to check the product's origin and trace its entire supply chain from manufacturer to shelf.

For conscientious manufacturers and retailers, this measure means:

  • Reduced competition from the illegal and counterfeit sector.
  • Simplified accounting and logistics processes.
  • Increased consumer trust.

Experts expect that the introduction of labeling will, in the long term, lead to a healthier market, improved quality of goods, and the creation of fairer conditions for all its participants.
