Starting October 1, marketplaces will be required to verify sellers and pickup point operators

Starting October 1, new regulations governing marketplace operations will come into force in Russia. Online platforms will be required to verify sellers and pickup point (PUDO) operators before signing agreements with them. The new rules are designed to increase transparency in the platform economy and strengthen consumer protection.

Under the new requirements, marketplaces must verify the credentials of all business partners, regardless of their legal status. The verification procedure will apply to legal entities, individual entrepreneurs, self-employed individuals, and pickup point operators.

For Russian companies, marketplaces will be required to verify key registration details, including the company name, registered address, Taxpayer Identification Number (TIN), Primary State Registration Number (OGRN), and Tax Registration Reason Code (KPP). For individual entrepreneurs and self-employed sellers, platforms must confirm personal information, TIN, the Primary State Registration Number for Individual Entrepreneurs (OGRNIP), or proof of registration under the Professional Income Tax regime. Separate verification criteria have also been established for foreign companies.

According to Dmitry Gusev, First Deputy Chairman of the State Duma Committee on Control, the primary objective of the new regulation is to improve transparency and build greater trust in online marketplaces.

"The principle behind this measure is simple: every seller on a marketplace should be identifiable and verified. Buyers need to know who they are purchasing from, while both the marketplace and the government should clearly understand who their business partners are," Gusev stated.

Lawmakers emphasize that the new requirements should not create unnecessary barriers for legitimate businesses. If a seller's documentation is complete, the submitted information is accurate, and the tax status is properly confirmed, the verification process is expected to be fast and straightforward.

The new regulations are particularly important for companies planning to enter or expand their presence in the Russian e-commerce market. Manufacturers and suppliers of consumer goods are encouraged to ensure that all required documentation is in order before onboarding with marketplaces.
